In the new century the challenge of globalization is to develop the rules and institutions for more effective governance at the local, national, regional and global levels in order to preserve the benefits of global markets and at the same time to create the possibilities that human, community and natural resources would work not only for profits, but also for people and the planet. This symposium will cover a range of topics concerned with how institutions and societies are adjusting to rapid technical, social and political changes.  Each paper will make some reference to ideas from systems and cybernetics.

This symposium will continue the conversations among scholars from East and West that have occurred in past EMCSR conferences. Many of the participants are from post-communist countries which are experiencing political and social changes in addition to the technological changes and globalization affecting Western countries.
